Delaware River and Bay Authority Police Department Dedicate
Ptlm. Harry P. Cloud Memorial Police Range in Memory of Fallen Bridge Police Officer
(New Castle, DE) On October 16, 2012, the Delaware River and Bay Authority Police department dedicated its Firing Range in the memory of Patrolman Harry Passmore Cloud during a brief ceremony held at the Range beneath the Delaware-bound Span.   The firing range has been utilized by law enforcement personnel for training purposes since its inception in the early 1950s.  
Patrolman Cloud’s sons, Dwight of Berlin, Maryland, and Dennis, of Chattanooga, Tennessee, shake hands after unveiling the memorial signage on the building that forever commemorates their father’s service to the Delaware Memorial Bridge. 
On October 1, 1953, Patrolman Harry P. Cloud joined the Delaware Memorial Bridge police force and served as a police officer at the Delaware Memorial Bridge for nineteen months. On Saturday, July 2, 1955, Patrolman Cloud was performing a traffic diversion assignment in the area of the Delaware Memorial Bridge Toll Plaza.  Patrolman Cloud had just completed this assignment when he was tragically struck by a passing vehicle. Patrolman Cloud was transported to Delaware Hospital, where he succumbed to his injuries. Officer Cloud was the first officer killed in the line of duty at the Delaware Memorial Bridge.

The Delaware River and Bay Authority, a bi-state governmental agency created by Compact in 1962, owns and operates the Delaware Memorial Bridge, the Cape May- Lewes Ferry, the Three Forts Ferry Crossing and the Salem Business Centre in Carney’s Point Twp., NJ. The Authority also manages corporate and aviation properties through its economic development powers - two airports in New Jersey (Millville Airport and Cape May Airport) and three in Delaware (New Castle Airport, Civil Air Terminal and Delaware Airpark). All agency operating revenues are generated through the bridge, ferry and airport facilities.
