Delaware River and Bay Authority Selects Director of Maintenance
Joseph J. Gibbons Responsible for Authority-wide Infrastructure Maintenance
(New Castle, DE) Today, Delaware River and Bay Authority officials announced the selection of Joseph J. Gibbons, P.E. to serve as the agency’s new Director of Maintenance. Mr. Gibbons, who officially began his duties on May 6, 2013, reports to Jim Walls, Chief Operations Officer.
“I appreciate and value the confidence that the Commission and executive management have in my abilities to lead and manage the Delaware River and Bay Authority’s maintenance operations,” said Joseph J. Gibbons, P.E. “As a professional engineer, I hope to apply my skill sets to enhance our maintenance capabilities. Public service is an important part of my career. There are not many places where an engineer can work that offer diverse services such as building, bridge, ferry and airport infrastructure. The DRBA is truly a progressive organization and I’m excited to get started.”
As the Director of Maintenance, Mr. Gibbons is responsible for planning, reviewing and directing all Authority infrastructure maintenance activities and ensuring that all Authority facilities and equipment are maintained, operational and safe for employees and the traveling public. With more than 100 employees, the Maintenance Department supports critical transportation infrastructure, including roadways, bridges, buildings, airports and marine facilities.
In 2001, Gibbons joined the Luzerne County Engineering Department as a staff engineer. Since 2007 until joining the Authority, he served as Luzerne County’s Chief Engineer. In this role, he supervised approximately 70 employees in more than ten Luzerne County departments, including all of the County’s road, bridge, building, park, airport, and flood protection infrastructure.  Prior to joining Luzerne County, Gibbons was the Assistant District Permit Engineer for PennDOT.
“Joe is a well-respected management professional and an expert in his field,” remarked Jim Walls, Chief Operations Officer. “I am pleased he accepted the opportunity to lend his talents, leadership abilities and problem solving skills to our maintenance operations. He’s a proven, successful leader with strong analytical and interpersonal skills and we’re very fortunate to have him join our team.”
A licensed civil engineer, Gibbons earned a Bachelor of Science degree in civil engineering from Pennsylvania State University.   He successfully completed the PennDOT/FHWA Certified Bridge Inspector certification process and earned the 2012 Engineer of the Year award from the Pennsylvania Society of Professional Engineers – Northeast Chapter.
