Why DRBA Maintains These Protections
The DRBA receives federal grant funding from several agencies including the Federal Transit Administration (FTA) and the Federal Aviation Administration (FAA). That grant funding comes with a responsibility: no person may be excluded from, denied the benefits of, or subjected to discrimination in any DRBA service on the basis of race, color, national origin or disability. DRBA answers directly to these federal partners on civil rights matters, and anyone who believes their rights were violated can bring a complaint to DRBA or file directly with the FTA or FAA Office of Civil Rights.

Who Handles Civil Rights Complaints at DRBA
DRBA's Title VI and ADA matters are handled by its Director of Business Operations and Counsel, both based at DRBA's New Castle, Delaware headquarters.
File a Civil Rights Complaint
If you believe you were discriminated against by DRBA on the basis of race, color, national origin or disability, you can file a complaint through the hotline, the web form, or by mailing a completed complaint form to DRBA's New Castle office. Complaints must be filed within 180 days of the incident.
Once DRBA receives your complaint, it will review it for completeness and confirm jurisdiction, then send you an acknowledgement letter. DRBA has 30 days to investigate. If more information is needed, you'll have 10 business days to respond to the assigned investigator. If complaints are not received within 15 business days, DRBA may close any claims administratively. At the close of the investigation, you'll receive either a closure letter or a letter of finding explaining the outcome and any resulting action. You have 30 days from that letter to appeal.
Complaints tied to the Cape May-Lewes Ferry can also go directly to the FTA Office of Civil Rights. Complaints tied to any DRBA airport can also go directly to the FAA Office of Civil Rights.
