DRBA Welcomes Ruth J. Tucker to the Board of Commissioners
NEW CASTLE, Del. – Yesterday, the Delaware River and Bay Authority (DRBA) welcomed a new Commission member as the Commission Oath of Office was administered to Ruth J. Tucker of Middletown, Delaware prior to the bi-state agency’s monthly meeting. Following her appointment by Governor Matt Meyer, the Delaware State Senate unanimously confirmed her nomination to serve a five-year term on the bi-state agency’s governing board.
“It is a privilege to be appointed by Governor Meyer to serve as a DRBA Commissioner for the State of Delaware,” Tucker said. “Our bridges, ferries, and airports do so much more than connect points on a map because they directly drive the economic vitality of our communities. I am excited to partner with the leadership team and my fellow board members to champion regional growth, support our dedicated workforce, and maintain the highest standards of safety and service for the public.”
A longtime Delaware resident with more than 40 years in the state, Ms. Tucker is a senior healthcare executive and dedicated servant leader. Professionally, she has built a distinguished 28-year career that began at DuPont as a Staff Scientist and has grown into senior executive leadership in specialty healthcare. She currently serves as Senior Vice President of Strategic Accounts at Evolent Specialty Services, where she oversees operations managing over 26 million members and a substantial national revenue portfolio.
“Ms. Tucker brings a powerful combination of executive leadership, strategic planning capabilities, and operational expertise that will be a valued asset to the DRBA,” DRBA Vice Chairman Micael Ratchford remarked. "Her extensive experience managing complex portfolios and leading high-performing teams will add invaluable perspective to our policy discussions. We are proud to welcome her to the Commission."
An active member of the local community, Ms. Tucker holds a Bachelor of Arts in Biology from the University of Delaware and a Masters of Business Administration from Wilmington University. In addition to her professional and academic achievements, she dedicates her time to community service through volunteering with Delta Sigma Theta Sorority, Incorporated, the National Council of Negro Women, and board service with FAME, Inc.

Coppadge. “Her proven track record of driving collaborative growth and operational excellence aligns perfectly with our mission. The Commission is comprised of twelve commissioners—six each from Delaware and New Jersey—who are appointed by their respective Governor. Commissioners serve on a voluntary basis and do not receive compensation for their service to the bi-state agency.
