NEW CASTLE, Del. – Yesterday, the Delaware River and Bay Authority (DRBA) welcomed a new Commission member as the Commission Oath of Office was administered to Li Wen Lin of Dover, Delaware prior to the bi-state agency’s monthly meeting. Following her appointment by Governor Matt Meyer, the Delaware State Senate unanimously confirmed her nomination to serve a five-year term on the bi-state agency’s governing board.

“I am incredibly honored by Governor Meyer’s nomination to represent Delaware on the Commission,” Lin said. “The DRBA’s transportation and aviation networks are essential to the economic strength of our entire region. I look forward to collaborating with my fellow Commissioners and the leadership team to bring data-driven innovation to our operations, ensuring our facilities remain safe, modern, and efficient for everyone who relies on them.”

Ms. Lin is a highly accomplished public sector technology executive who has spent over 20 years leading enterprise IT programs, statewide network infrastructure, and critical transportation systems. She currently serves as the Director of Public Sector, Emerging and Education at CAI, where she oversees a major state transportation tolling and back-office operation while spearheading initiatives in predictive analytics and big data.

“Ms. Lin brings an exceptional depth of tech infrastructure experience and public sector management that will prove invaluable to her role as a DRBA Commissioner,” DRBA Vice Chairman Michael Ratchford stated. “Her background overseeing complex transportation tolling systems and large-scale modernization efforts adds a critical, forward-looking perspective to our policy and capital operations discussions. Prior to her current executive role at CAI, Ms. Lin ran the IT Project Management Office at the University of Delaware, where she also co-chaired the IT Governance Committee and directed the university’s technology response and prioritization frameworks. Her distinguished career also includes senior leadership roles within Delaware State Government, notably serving as Chief Information Officer and Director of Technology for the Delaware Department of Transportation (DelDOT) as well as Director of Program Management at the Delaware Department of Technology and Information (DTI).

Ms. Lin holds a Bachelor of Arts & Science from the University of Delaware and a Master of Science in Management from Wilmington University. She is also a certified Project Management Professional (PMP) and an ITIL 4 practitioner.

The Commission is comprised of twelve commissioners—six each from Delaware and New Jersey—who are appointed by their respective Governor.  Commissioners serve on a voluntary basis and do not receive compensation for their service to the bi-state agency.
